After mix-matched directions and two attempts we finally found it:
Monkey Rock
The wind caught Levi's floatie and Devin had to go through the canal that meets up with the river to rescue it:
Levi was so excited to go swimming that the cold water didn't stop him:
...and we couldn't be beat by an 18 month old so we each jumped in (ran out, and dashed into the car):
